    • Course Outline

      In a fast-changing environment (political, economic, social, cultural, technological, skills) in which governments, workers’ and employers’ organizations have to adapt their strategies continuously, a better understanding of the contemporary trends and challenges of different industrial and employment relations in the world is becoming a compelling need.
      The Certificate of Achievement Course in Industrial and Employment Relations, offered by the International Training Centre of the International Labour Organization (ITCILO), aims at developing specialized multidisciplinary knowledge in the field of industrial and employment relations from a comparative viewpoint. It will provide participants with theoretical and practical understanding of industrial and employment relations systems in the world, by looking into recent changes and trends in the major economic geographical areas.
      Furthermore, the Certificate of Achievement Course will offer a range of learning situations in which participants can enhance their analytical and problem-solving skills. It is relevant to participants from both developing and developed countries who will have an opportunity to share their different experiences.

      General Objective

      The Certificate of Achievement Course is designed to provide a wide spectrum of knowledge and skills for those with professional interests in industrial and employment relations. In addition, participants will be exposed to international and comparative industrial and employment relations systems with a view to better understanding the implications for current industrial relations systems and practices.

      Specific Objectives

      On successful completion of the Certificate of Achievement Course, participants will be able to:

      • Describe the industrial and employment relations systems with a comparative approach;
      • Critically refl ect upon theoretical approaches and analyse their application to achieve effective industrial and employment relations strategies;
      • Apply multi-disciplinary knowledge to industrial relations-related decision making;
      • Represent employers or workers in industrial relations, including negotiation, interpretation, and administration of collective agreements;
      • Assist employers or workers in conciliation/mediation or arbitration procedures;
      • Apply tools and methodologies for effective labour-management relations at different levels of the economy from enterprise to the national and international level;
      • Advise government, employers’ and workers’ representatives on industrial and employment relations issues.

      The faculty will be selected for its professional experience and subject knowledge. It will consist of academic resource persons and practitioners and experts from the ILO and ITCILO.

      Professors, practitioners and other resource persons will use lectures, case-studies, case law judgments, excerpts of collective agreements and legislation, discussions,group-work and practical exercises to strike a balance between theory and practice and to stimulate interaction with the resource persons and among participants.

      Study Visits

      Study visits to selected local enterprises and other institutions will be organized during the face-to-face phase in Turin to provide an opportunity to participants to be exposed to different practices of industrial and employment relations.

      Giuseppe Casale

      Deputy Director

      International Training Centre of the ILO (ITC/ILO), Turin - Italy

      Deputy Director of the ITCILO and Director of the Turin School of Development, Giuseppe Casale graduated from the University of Florence as a comparative labour lawyer. In 1985, he was awarded a Master in International Law and Economics by the Johns Hopkins University, School of Advanced International Studies Washington D.C. He also holds a Ph.D., C.Phil. and M.A. in History of Law, Industrial and Employment Relations from the University of California Los Angeles (UCLA).

      Before joining the International Labour Organization, Mr Casale lectured in comparative labour law and industrial relations at the University of Florence and at the University of Bari, and in international labour law at the University of Gorizia. He was a research fellow in international law at the Johns Hopkins University and teaching-fellow in the history of ideas, history of law, industrial and labour relations at UCLA.

      Mr Casale joined the ILO in 1988 as a Labour Law and Labour Relations Specialist. In 1995, he was appointed Senior Specialist in Labour Law and Industrial Relations in the ILO Office in Budapest. He returned to Geneva in 2002 as Deputy Director of the Social Dialogue, Labour Law and Labour Administration Department. He was appointed Director of the Labour Administration and Inspection Programme in 2009.

      In June 2014, he was appointed Senior Adviser to the Director of the Centre. He is a member of several European and international research and scientific committees. He was the Secretary-General of the International Association of Industrial Relations (IIRA, now ILERA) and is now Secretary-General of the International Society of Labour and Social Security Law based in Geneva. He is the author of several books and articles on comparative and international labour law, industrial and employment relations. In 2015, he became Director of the Turin School of Development.

      Fernando Fonseca

      Senior Programme Officer

      Fernando Fonseca is the manager of the Master’s Programme in Industrial and Employment Relations. He is a Senior Programme Officer at the Social Protection, Governance and Tripartism Programme of the ITC/ILO.

      He is responsible for the design and implementation of a number of training events relating to social dialogue, labour administration and labour inspection. In addition to the courses organized in many countries worldwide, he has organized and delivered more than 90 international training events in Turin (courses, workshops, expert meetings) in English, French, Spanish and Portuguese, totalling over 2,000 participants from 120 different countries. He has carried out short-term missions in more than 40 countries in Africa, Europe, North and Latin America and the Caribbean, Asia and Oceania. He has been involved in the ITC/ILO project to promote social dialogue in Turkey with a view to its possible accession to the European Union and in a training project to enhance social dialogue at the regional level in the Southern African Development Community (SADC).

      He has contributed to enhancing social dialogue through the delivery of capacity building activities at the national level in Albania, Angola, Azerbaijan, Botswana, Cape Verde, Indonesia, Kenya, Mauritius, Mozambique, Namibia, Nigeria, Papua New Guinea, Senegal, South Africa, Tanzania, Trinidad and Tobago and Uruguay, involving government, employers and workers’ representatives.  

      Fernando Fonseca obtained a law degree in Rio de Janeiro, Brazil, in 1989 and was admitted to the Bar in Brazil in 1990. In addition, he undertook additional studies in international and comparative law in Italy, France and the Netherlands and a training course on mediation of labour disputes at the Federal Mediation and Conciliation Service (Washington DC, USA) in 2000.

      Irene Deorsola is a Consultant at the ITCILO in Turin. Previously, she worked for the ITCILO, the United Nations System Staff College (UNSSC), the European Union and the Ministry of Foreign Affairs of Italy.

      She holds a Master's degree in European Political and Administrative Studies from College of Europe (Bruges Campus), a Laurea Magistrale in International Studies from Università degli Studi di Torino, a Master's degree in International Affairs from Cardiff University and a Bachelor's degree in Business Administration and Employment Relations from Università degli Studi di Torino. 

      Irene speaks English, French, Spanish and  Italian and has basic knowledge of Turkish and Arabic.

      Paola Costantini

      Administrative Assistant

      Paola Costantini has been working at the Centre in Turin since 1998. She is in charge of providing secretarial and administrative support for the training activities held on the campus and elsewhere.

      Before 1998, she worked as  an administrative assistant and translator for private companies in Italy. She graduated in foreign languages from Università degli Studi di Torino.

      Paola speaks English, Russian, Spanish and Italian. 

      Every four sessions, you will take a written test to assess your knowledge. Furher information will be provided in this session at a later stage.
