Impact evaluation of public policies, programmes and projects (OPEN)
The aim of impact evaluation is to assess the relevance and effectiveness of a project, programme or public policy in bringing about a desired change in the well-being of the target population, as well as to measure improvements in pre-defined indicators in the particular sector, where applicable, that can be attributed to the development intervention. The evaluation is usually undertaken during a defined period subsequent to the implementation of a given intervention using a variety of techniques, including counterfactual impact, that measure/compare the results achieved with what would have happened (to the beneficiaries) had the project/programme intervention not taken place. Participants will be assisted in performing an impact evaluation of a selected project (case study), putting into practice what they have learned in the course.

Quantitative specialists working for public pension schemes will be trained to develop and build their own scheme-specific model based on the ILO's generic models. At the end of the workshop, participants will be in a position to support their institutions' financial forecasts.

Works procurement management 2019
This course covers procurement and contract management for works in national development projects, in particular the construction, renovation and maintenance of public infrastructure and buildings. Participants will explore the competencies needed for successful procurement in respect of public infrastructure works. They will also study the key provisions of the 2016 World Bank Procurement Framework and Regulations for Projects and the related bidding documents for construction contracts.

Promoting green jobs and business opportunities in the waste sector
Cities and towns, particularly in developing countries, send excessive volumes of waste to dumpsites and landfill every year. Resources which are lost to the local economy. Sustainable waste management is increasingly regarded as an opportunity to unlock new livelihoods and job opportunities; promote social inclusion; and upgrade the quality of existing jobs of both women and men. Achieving many of the 2030 Sustainable Development Goals requires improved waste management. This requires that the jobs in waste prevention, reuse, recycling and recovery are decent jobs.
This course provides an exciting opportunity to join the conversation and tap together into the potential for decent work promotion and green business development across the waste hierarchy, with a focus on waste collection; reuse, refurbishment and remanufacturing; sorting and recycling; as well as reduction at source.

Establishing fair recruitment processes
In 2014, the ILO launched the "Fair Recruitment Initiative" to help prevent human trafficking, protect the rights of workers (including migrant workers) from abusive and fraudulent practices during the recruitment and placement process, reduce the cost of labour migration and enhance development gains.

This workshop aims to build the capacity of procurement practitioners and project managers to assess contractual risks, develop plans to monitor the performance of suppliers, contractors and consultants, and take corrective action in line with the relevant contractual clauses and the overall provisions of the applicable contract law. The course also explores the theory of claims, claims assessment and settlement. Presentations are supported by practical assignments and/or group work to find solutions to typical problems that arise during the management of procurement contracts.

Introduction to IPSAS - 2019
This course provides an overview of basic but very important requirements of International Public Sector Accounting Standards (IPSASs), which are based on International Financial Reporting Standards (IFRSs). In addition, the programme addresses the resolution of practical issues commonly arising when financial statements are prepared under IPSAS, including transition, analysis of anticipated changes in the requirements and the understanding of main differences between IPSAS and IFRS. Emphasis is placed on the accrual-based financial reporting as the public sector is moving away from traditional for cash-based accounting.

Resilient Markets Academy: Market Systems Development in FCAS
Jointly organized by the ITCILO, the Norwegian Refugee Council and the SEEP Network, the Resilient Markets Academy provides an opportunity to learn about practices and innovations in market systems development in the areas of livelihoods, housing as well as water and sanitation services. Market-based programmes rebuild supply and demand-side functions through sustainable interventions that mitigate the shock-stress-shock cycle. These approaches are all the more relevant where fragility continues, aid dependency is prolonged and more traditional forms of aid prove unsuccessful in surmounting the challenges of protracted crises.

National programme and systems of OSH
The International Training Centre of the ILO, in collaboration with LabAdmin/OSH (the ILO programme which promotes OSH), is organizing this course in Turin to acquaint participants with the international guidelines and principles of the ILO, and with experience gained from consolidated and successful national OSH systems and programmes. Although countries have different problems where OSH is concerned, and therefore require different solutions, this course provides useful input for those participating in decision-making to improve and develop OSH governance in their respective countries.

Financial education programme design and implementation: a course for policy makers and practitioners
This course focuses on designing and implementing a financial education strategy (national, institutional or local). Participants will discuss the experiences, lessons learned and international practical knowledge gained in this field. They will be provided with relevant tools, frameworks and instruments, and will consider the best practices applied by various institutions and actors globally. The course will be grounded in the experience of financial education acquired over the past decade by the ILO, the ITCILO and other leading global agencies and practitioners. As an outcome of the course, participants will design financial education outreach strategies for various target groups, and will produce specific action plans and prepare for their next steps on returning to work.

La prevención de las enfermedades del trabajo Turín
Segn las ltimas estimaciones mundiales publicadas por la Organizacin Internacional del Trabajo (OIT), 2,78 millones de trabajadores pierden la vida cada ao en accidentes y enfermedades relacionadas con el trabajo, con 2,4 millones debido nicamente a enfermedades relacionadas con el trabajo, un nmero que supera con creces al de accidentes de trabajo. El curso pretende familiarizar a los participantes con los principales peligros y riesgos generadores de enfermedades relacionadas con el trabajo, los mtodos de evaluacin de riesgos y las medidas de control especficos, as como con las directrices, herramientas y mtodos tanto de la OIT como de pases y organizaciones seleccionados sobre cmo prevenir las enfermedades relacionadas con el trabajo.

Decent Work for Domestic Workers 2019
There has been increasing recognition, nationally and internationally, of the economic and social contribution made by domestic workers and of the need to improve their living and working conditions. This course is a response to this global call for action. It aims to promote inter-regional dialogue among the different actors involved in the promotion of decent work for domestic workers, and to enhance institutional capacities to ensure that they are adequately protected.

Value chain development: moving from analysis to action
This course helps enterprise development practitioners to design and implement market-driven value-chain development initiatives using a participatory approach. The course will present and analyse the principles and rationality behind value-chain development, provide a detailed analysis of the different phases (sector selection, value-chain analysis, intervention design and implementation), share different techniques for market systems facilitation, and discuss the differences between facilitation and direct delivery (and the respective benefits) . The course content will be based on experience of value-chain development projects and initiatives implemented in developing and middle-income countries by the ILO and other development organizations.
