This course deals, in a practical manner, with project risk management as a management technique that can be used to handle risks associated with development cooperation and public-sector projects throughout the cycle. These projects are often planned without any specific emphasis on risk, but with an exclusive focus on project interventions, plans and budgets. In practice, however, such projects evolve in high-risk environments, in contexts that are characterized by high levels of complexity and uncertainty and with the involvement of multiple stakeholders. This course is designed to address this gap and help participants establish a framework for the application of formal risk management to development cooperation and public sector projects.

International organizations are under an obligation to offer their staff fair employment conditions and effective means of employment dispute resolution. This requirement is not only the direct consequence of the immunities enjoyed by international organizations, but also reflects the aspiration of global organizations to attract and retain a talented and diverse workforce by offering a respectful and enabling workplace. The increasing number of employees affected by managerial decisions on the part of international organizations, as well as the growing judicialization of employment disputes, points to the need to improve the ability of international organizations to prevent and manage conflict effectively. Objectives. The training course is intended to enhance the participants' capacity to effectively prevent and manage employment disputes in international organizations. The aim of impact evaluation is to assess the relevance and effectiveness of a project, programme or public policy in bringing about a desired change in the well-being of the target population, as well as to measure improvements in pre-defined indicators in the particular sector, where applicable, that can be attributed to the development intervention. The evaluation is usually undertaken during a defined period subsequent to the implementation of a given intervention using a variety of techniques, including counterfactual impact, that measure/compare the results achieved with what would have happened (to the beneficiaries) had the project/programme intervention not taken place. Participants will be assisted in performing an impact evaluation of a selected project (case study), putting into practice what they have learned in the course.

en Improving OSH in Small and Micro Enterprises

Small and micro enterprises (SMEs) are an important part of a nation's economic activities, however, due to the deficits in both human and financial resources, SMEs tend to have higher rates of work-related accident and diseases. In addition to the huge human suffering, as SMEs employ a large proportion of the workforce in many countries, lower productivity in SMEs caused by a higher rate of work-related accidents and diseases will prevent sustainable national economic growth. As it is, the poor development of occupational safety and health (OSH) in the SMEs is considered a widespread issue in most countries, and it frequently constitutes one of the priorities in the national political action on OSH. The problem arises from many factors such as the lack of awareness towards the issue, the insufficient knowledge and resources, the absence of the adequate external support adapted to the SMEs, etc. Although there are probably no universal solutions to the issue, there are different experiences and best practices worldwide that can be shared in other countries. Labour inspection plays a main role in improving workplace compliance of OSH legislation, however, SMEs, as many of them are in the informal economy, tend to be out of the reach of the formal institutions of labour inspectorate. At the same time, the role of OSH inspection has been gradually changing as a result of the increased responsibility taken by enterprises with respect to OSH. Mechanisms for the self-assessment of occupational risks have been implemented to this end and OSH inspection concentrates more on preventative and advisory activities during inspection visits.
