en Impact evaluation of public policies, programmes and projects (OPEN)

The aim of impact evaluation is to assess the relevance and effectiveness of a project, programme or public policy in bringing about a desired change in the well-being of the target population, as well as to measure improvements in pre-defined indicators in the particular sector, where applicable, that can be attributed to the development intervention. The evaluation is usually undertaken during a defined period subsequent to the implementation of a given intervention using a variety of techniques, including counterfactual impact, that measure/compare the results achieved with what would have happened (to the beneficiaries) had the project/programme intervention not taken place. Participants will be assisted in performing an impact evaluation of a selected project (case study), putting into practice what they have learned in the course.

ru Introduction to IPSAS - 2019

This course provides an overview of basic but very important requirements of International Public Sector Accounting Standards (IPSASs), which are based on International Financial Reporting Standards (IFRSs). In addition, the programme addresses the resolution of practical issues commonly arising when financial statements are prepared under IPSAS, including transition, analysis of anticipated changes in the requirements and the understanding of main differences between IPSAS and IFRS. Emphasis is placed on the accrual-based financial reporting as the public sector is moving away from traditional for cash-based accounting.

The International Training Centre of the ILO (the Centre) is offering this Master in Management of Development under the auspices of its Turin School of Development and in partnership with the University of Turin. The Master is an intensive blended-learning programme with three successive phases: internet-based distance learning, interactive classroom attendance, and practical research work. This programme, conducted in English, is in its 18th edition and has been successfully completed by approximately 560 students from more than 80 countries worldwide.

Management is about achieving results. Organizations applying Results-Based Management (RBM) articulate their vision through a strategic plan operationalized through programmes and then projects. This course explores the elements of an integrated results-based management system built around a set of desired long-term, medium-term and short-term results and an array of intermediate deliverables and activities which need to be monitored with respect to time, scope, quality and cost. This course deals, in a practical manner, with project risk management as a management technique that can be used to handle risks associated with development cooperation and public-sector projects throughout the cycle. These projects are often planned without any specific emphasis on risk, but with an exclusive focus on project interventions, plans and budgets. In practice, however, such projects evolve in high-risk environments, in contexts that are characterized by high levels of complexity and uncertainty and with the involvement of multiple stakeholders. This course is designed to address this gap and help participants establish a framework for the application of formal risk management to development cooperation and public sector projects.

L'un des principaux outils utilisés pour mobiliser le soutien et les ressources nécessaires à la réalisation des objectifs stratégiques des organisations se révèle être le projet de coopération pour le développement ou d'investissement public.
